 The residents of Caerphilly, Wales, are profoundly grieving the unexpected loss of Hefin David MS, a devoted public figure and champion for his constituents. He was discovered deceased in his home located in Nelson, Caerphilly, on August 12, 2025, just a day prior to his 48th birthday. His unexpected passing has left a significant mark on both the individuals he represented and the colleagues who collaborated with him.

Hefin David was born on August 13, 1977, in Caerphilly and spent his entire life in the region. His political journey commenced in 2007 when he secured a position on the Caerphilly County Borough Council representing the St Cattwg ward. During his time, he led the Policy and Resources Scrutiny Committee, gaining recognition for his ethical stance and readiness to question decisions when appropriate. In 2016, he made the transition to the Senedd, taking over from Jeff Cuthbert as the representative for Caerphilly.

Throughout his time in politics, Hefin passionately focused on areas such as fostering small businesses, job creation, enhancing educational access for those with additional learning needs, and aiding families with autistic individuals. He participated in numerous committees, including those concentrating on the economy and culture, and spearheaded cross-party initiatives related to universities and Long Covid. His peers from various political parties admired him for his insightful input and cooperative nature.

In addition to his political engagements, Hefin was a committed family individual. He is survived by his partner, Vikki Howells, who also serves as a Member of the Senedd for Cynon Valley, and their two children. His dedication to his family was clear in both his personal and professional spheres, and he was recognized for effectively balancing his political duties with his responsibilities as a partner and father.

Following his death, tributes emerged from various parts of Wales. First Minister Eluned Morgan referred to him as an “exceptional politician” and a “cherished member of the Labour family.” Keir Starmer, the leader of the UK Labour Party, acknowledged Hefin as a “strong advocate for the people of Wales,” emphasizing his commitment to public duty and community service.

An investigation into Hefin’s death was initiated at Gwent Coroner’s Court, with the determination of the cause of death awaiting toxicology results. The inquiry is set to resume in April 2026.

Hefin’s funeral took place on September 1, 2025, at St Catwg’s Church in Gelligaer, Caerphilly. The ceremony was attended by hundreds of mourners, including political figures from various parties, local council representatives, and community members. His partner, Vikki Howells, was in attendance, alongside former First Ministers Vaughan Gething and Mark Drakeford, along with other influential figures in Welsh politics.

In response to his passing, a by-election occurred on October 23, 2025, to fill the empty Senedd seat. The election witnessed a robust voter turnout, resulting in Plaid Cymru’s Lindsay Whittle winning the position, signifying a notable change in the political climate of Caerphilly.
