Two federal immigration agents—Border Patrol agent Jesus Ochoa and Customs and Border Protection (CBP) officer Raymundo Gutierrez—have been named in government documents as the officers who fatally shot Alex Pretti during a disagreement in Minneapolis, Minnesota.

Following great public attention and multiple news sources reporting on the event, their identities were verified. On January 24, 2026, during Operation Metro Surge, a federal immigration enforcement program employing armed and masked agents across the city, the incident occurred.

Participating in a protest, Pretti, a 37-year-old intensive care nurse at a Veterans Affairs hospital, saw the disagreement grow violent. Major media sources revealed bystander footage of Pretti being pepper-sprayed and thrown to the ground before gunfire started. Witnesses said he was carrying a cell phone rather than a weapon just before shots were fired.

Reports say Ochoa and Gutierrez shot Pretti several times with their service weapons during the incident. At a hospital to which he was driven, he was later declared dead.

The event sparked national outrage fast, with protests in Minneapolis and elsewhere, as critics questioned Customs and Border Protection's openness and the use of force by federal authorities.

Raymundo Gutierrez, 35, started federal employment in 2014 and was placed to the CBP's Office of Field Operations; 43-year-old Jesus Ochoa joined CBP in 2018 and formerly worked with the Border Patrol.

With legislators from both parties demanding a thorough and open inquiry, the U.S. Department of Justice's Civil Rights Division has since started a federal investigation of the shooting.
