Witnesses reported that Douglas James Proehl, 69, of Luxemburg, was traveling eastbound on Lombardi Avenue when he ran a red light and slammed into the Bishops’ vehicle as it turned south onto Holmgren Way. Proehl showed signs of intoxication and was arrested at the scene for operating while intoxicated.

Proehl was booked into the Brown County Jail on a requested charge of homicide by intoxicated use of a vehicle, though formal charges were still pending as of early February. He also received a citation for refusing a chemical test, which triggered a notice of driver’s license revocation under Wisconsin’s implied consent law.
