The town of Vale is experiencing an overwhelming sense of sorrow this week following the passing of 70-year-old Phillip Earl Kinstrand, a cherished individual recognized for his calm fortitude and kind spirit. He sadly lost his life in a collision between two vehicles on Highway 201, close to milepost 17 in Malheur County on Tuesday, November 4, 2025. As reported by the Oregon State Police, the incident happened at approximately 11:17 a.m. when Phillip, while driving his Pontiac G5 in the northbound direction, unintentionally crossed into the southbound lane for reasons that are still being investigated. He struck a Freightliner commercial truck pulling a trailer, operated by 46-year-old Zachary Dean Piper from Fruitland, Idaho. Unfortunately, Phillip was declared deceased at the crash site. His passenger, 35-year-old Kayla Diane Harlan from Ontario, sustained serious injuries and was taken to a nearby medical facility. Zachary Piper, the truck operator, remained unharmed.
The incident resulted in Highway 201 being closed for approximately two hours as authorities examined the location, with aid from the Ontario Police Department and Ontario Fire Department.
