Florida Woman Tammy Annette Roosa Arrested

According to the Polk County Sheriff’s Office, 57-year-old Tammy Annette Roosa was identified after investigators saw a photo circulating on Facebook showing a dog with duct tape wrapped around its muzzle. Deputies said the animal was found under a wheelchair ramp struggling to breathe before a bystander removed the tape and helped it recover at the scene within minutes of discovery by rescuers.

Investigators said Roosa later admitted to taping the dog’s mouth shut the night before, claiming the animal had attempted to bite her. Authorities reported she showed little remorse during questioning and insisted she had done nothing wrong, according to statements provided during the investigation. Detectives noted the case raised serious concerns about ongoing neglect and prior warning signs at the property investigated.

Veterinarians with Animal Control examined the dog, Cooper, and found him underweight with injuries and scarring consistent with duct tape being applied to his muzzle. They also observed signs of prolonged tethering and neglect that required immediate medical treatment and rehabilitation for recovery. Officials emphasized the importance of swift intervention in preventing further harm to the rescued animals during investigation process locally.

When deputies later arrested Roosa, authorities said she resisted and attempted to delay the investigation. While searching her RV at her request, officers uncovered unsanitary living conditions including trash buildup, insect infestations, and strong odors from animal waste. The scene prompted further inspection as deputies assessed the full extent of the hazardous environment inside and around the property during ongoing review efforts.

Inside the RV, investigators found multiple animals including cats, birds, fish, and a duck, all removed for treatment and evaluation. Environmental readings reportedly showed dangerous ammonia levels, indicating severe health hazards for both animals and humans. Authorities said conditions suggested prolonged neglect and required coordinated response from multiple animal welfare teams to ensure safety and recovery of all animals involved promptly addressed.

Roosa was booked into the Polk County Jail on multiple charges including aggravated animal cruelty, neglect, resisting an officer, and maintaining hazardous living conditions. Grady Judd praised Animal Control officers for rescuing the animals and ensuring their safety. He highlighted teamwork between agencies and commitment to animal welfare throughout the investigation process which continues as case remains under review by authorities ongoing.

Community members across Auburndale and surrounding areas have expressed relief that the rescued animals are recovering and gratitude toward responders who intervened in the case. The investigation remains ongoing as authorities continue to review conditions at the property and determine whether additional charges may follow as evidence is examined carefully. Officials said updates will be provided as the inquiry develops further over time locally.
