Wilmington DMV Shooter Fixated on Gangstalking Conspiracies Before Deadly Attack, Reports Say

 New details are emerging about the man responsible for the fatal shooting of a Delaware State Police trooper at a Wilmington Division of Motor Vehicles facility, with reports indicating he was obsessed with so-called “gangstalking” conspiracies in the days leading up to the attack.


Rahman Rose, 44, has been identified as the gunman who killed Delaware State Police Cpl. Matthew “Ty” Snook during a shooting at the Karen L. Johnson DMV on Hessler Boulevard on December 23. According to multiple online reports, Rose had been posting extensively about gangstalking — a belief centered on being targeted and harassed by coordinated groups — shortly before the incident.

Authorities said Rose entered the DMV around 2 p.m. as a customer and approached Cpl. Snook from behind at the reception desk, where the trooper was working an overtime assignment. Rose allegedly opened fire, striking Snook multiple times. Despite being mortally wounded, Snook reportedly pushed a DMV employee out of harm’s way and urged others to flee before collapsing. He later died at a hospital.

Snook, a 10-year veteran of the Delaware State Police, is survived by his wife and 1-year-old daughter. His actions during the shooting have been widely described as heroic.

Officials said Rose allowed customers to exit the building before engaging with responding officers. A New Castle County police officer ultimately shot Rose through a window, killing him at the scene. A second trooper sustained minor injuries not caused by gunfire, while two women suffered non-gunshot-related injuries and received limited medical treatment.


While online activity suggests Rose was fixated on gangstalking conspiracies — which experts say are often associated with persecutory delusions — Delaware State Police have not released an official motive. The agency’s Homicide Unit continues to investigate the circumstances surrounding the shooting.

The Wilmington DMV location remains closed as authorities complete their investigation, while tributes continue to pour in honoring Cpl. Snook’s service and sacrifice.
