Authorities are looking into the death of a 54-year-old inmate discovered unresponsive in his bed early Monday morning at the Broome County Correctional Facility.

According to the Broome County Sheriff's Office, William R. Warnock, Jr., of Binghamton was discovered unconscious at roughly 6:00 a.m. on December 8, 2025 after he failed to respond to a shaving razor he had demanded the day before. Upon correcting staff entering his cell, Warnock was discovered unconscious and quickly started lifesaving operations. 

Medical staff and corrections officers administered CPR and used an AED in an attempt to resuscitate him. Warnock was declared dead at 6:32 a.m. notwithstanding their efforts. 

The Broome Medical Examiner's Office has set a complete autopsy for December 9 to help find the cause of death. 

As part of a thorough examination of the occurrence, the facility has started a thorough internal investigation and is completely cooperating with the New York State Attorney General's Office and the New York State Commission on Corrections. 

Since June 27, 2025, Warnock had been in jail doing time for robbery and threatening counts brought by the City of Binghamton Police Department. 

Sheriff Fred Akshar sent sympathies and stressed the department's dedication to transparency. 

"Mr. Warnock's death causes us great grief; nevertheless, openness is the foundation of this government," Akshar said. "Though the circumstances surrounding Mr. Warnock's death seem very unusual, we are dedicated to discovering what happened and making it public." 

Aside from treatment for dandruff and dry skin in preceding months, Akshar pointed out that Warnock had not exhibited any aberrant behavior nor made any recent medical demands. 

Under Akshar's leadership, this is the second death at the institution. With full findings from the investigation expected to be made public once internal reviews are finished, the last occurrence was on October 8, 2025.
