A disturbing case from Bexar County, Texas has raised major child safety concerns after a 2-year-old girl was captured on a game camera wandering alone in the woods at 3 a.m., wearing only a dress and no shoes. Authorities say the child was at severe risk as temperatures dropped into the low 40s.
The incident occurred on December 5, 2025, when a South Side property owner checked her game camera and was shocked to see a toddler walking alone in complete darkness. She immediately contacted the Bexar County Sheriff’s Office at around 6 a.m., prompting an urgent search.
At 7:20 a.m., a woman identified as Haley Peoples called authorities, claiming her 2-year-old daughter had gotten out of the home earlier that morning. She stated she found the child outside at 4:15 a.m., yet she failed to notify law enforcement for several hours—even as deputies were actively searching the area.
When deputies arrived at Peoples’ residence, they discovered extremely hazardous living conditions. According to investigators, the home was filled with:

EMS recommended a medical evaluation for the child, but Peoples refused treatment and declined to change the toddler’s clothing. Due to the dangerous environment and the immediate risk to the child, deputies detained her on the spot.
As the investigation continued, the child’s grandmother, Rebecca Kelly, returned to the residence but left after being asked to wait. Deputies then learned she had driven to Harmony Elementary School, where she attempted to pull the other three children—each under age 8—out of class before 9 a.m.
School staff later reported that Kelly claimed CPS was coming and instructed the children not to talk about what happened, referring to the situation as a “private family matter.” Authorities say her actions interfered with an active child safety investigation and placed the children at further risk.
Kelly was detained at the school, and all four children were transported to the hospital for medical evaluation.
