The event occurred at roughly 3:30 a.m. near the Elks Lodge on Third Avenue, where 46-year-old Jeffrey Ballard, a resident of the Mon Valley region, was discovered with gunshot injuries. 

Despite the prompt actions of first responders, Ballard was declared deceased shortly after the incident, signifying a profound loss for both his family and the community.

Detectives from Westmoreland County, together with the New Kensington police, promptly initiated an extensive inquiry.
