The incident took place around 2:30 p.m. on the southbound expressway in proximity to Franklin Park. Due to heavy traffic, vehicles were moving slowly, and drivers reported conditions of congestion. Jeffery attempted to maneuver his way through the narrow gaps between cars, a choice that would result in severe consequences.
A white Mercedes Sprinter alongside a Freightliner truck-tractor was slowly progressing in the jammed lanes.
